Minister of Industry and Trade Tran Tuan Anh in the National Assembly parliament afternoon of November 6 said Vietnam is facing a high risk of power shortage in 2019-2020 and lasts until 2022-2023. The risk of no contingency in high load areas such as the Southwest region is huge.
Industry and industry leaders said the biggest cause was unfavorable weather conditions with extreme extremes, and the hydroelectricity did not have enough water. In addition, Vietnam faces a decline in the primary energy market when it is forecasted to have to import 20 million tons of coal by 2020 and increase to 35 million tons of coal by 2035. The gas source is not enough to generate electricity for the project. in the Southeast and some projects in the Southwest region.
To ensure the supply and demand of electricity, the representative of the Ministry of Industry and Trade informed about a number of measures that were reported to the Government for unified implementation in the coming time. The Minister said that he would mobilize maximum generation sources such as coal, electricity, hydroelectricity and solar power.
In addition, the Ministry will submit to the Government a new mechanism for solar power with a low plan to add about 6,000 MW of solar power and 1,500 MW of wind power. In the event of a severe shortage when hydroelectricity is insufficient, industry and industry leaders say they will have to license solar power projects, especially in high-load areas such as the Southwest region and Eastern industrial regions to mobilize higher. Specifically, the solar power source must mobilize 8,000 MW and wind power is 3,000 MW.
The Ministry also assigned Vietnam Oil and Gas Group (PVN) to negotiate to buy gas from Malaysia and Thailand to ensure electricity supply to the western and southeastern regions. The industry and trade sector also calculates a plan to change the generating structure of some power plants, such as Hiep Phuoc Power, which changes from running oil to using imported LNG. This converted project will have an additional capacity of 400 MW.
"All of these options combined with close coordination with the Ministry of Agriculture and Rural Development to run hydropower and irrigation will be able to ensure sufficient electricity for 2019-2020 and continue. Calculating in the upcoming plan, Minister Tran Tuan Anh said.
In the long term for sustainable development of the energy sector, the ministry considers developing large gas power centers such as Long Son, Ca Na and Bac Lieu. Ministry leaders said they would propose the Government to add to the master plan of electricity VIII 8 major gas power centers because Vietnam is no longer able to develop coal power.

EPC SOLAR VN
As of June 30, the country had 87 solar power plants in operation with a total installed capacity of 4,464 MW, accounting for 8.3% of the national electricity system. However, most of these factories are concentrated in Ninh Thuan and Binh Thuan causing overload of the transmission grid system. Capacity in some places has only been released at 30-40%. |
